Details of schemes being implemented by the Department:-

Grant-in-Aid to voluntary organizations

Under this scheme, financial assistance in the form of grant-in-aid upto 90% of the previous year's expenditure and subject to maximum limit of Rs.40,000/- is provided to those voluntary organisations, which are engaged in activities for the welfare of SC/ST people of Delhi such as running of training centre in cutting and tailoring for women, conducting nursery or balwari classes etc. Voluntary organisations are required to submit, alongwith application, a copy of constitution of their organisation, annual report, details of property, staff, activities, certificate from Chartered Accountant, utilisation certificate of funds released during the previous three years.

Within six months of receipt of application.
2-A

Financial assistance to poor widows for performing marriage of their daughters.

Financial assistance of Rs.20,000/- is provided to poor widows of all categories, for performing marriage of their daughters (maximum two).

CONDITIONS
1.

At the time of marriage, the age of the daughter should be more than 18 years.

2.

Application should be accompanied by death certificate of the husband of the widow; age certificate of daughter, income certificate from all sources of the family, photocopy of the Ration Card and marriage card. The applicant should a resident of Delhi for atleast 5 years.

3.

Application should be submitted through the area MLA within 30 days before or after the marriage.

4.

Family income of the applicant should be less than Rs.48000/- per annum.

5.

Assistance is restricted for performing marriage of two daughters only.

Within three months of receipt of application.

Financial assistance to orphan girls for marriage

Financial assistance of Rs. 20,000/- is given to the foster parents/relatives/orphanage institutions, who have brought up the girl or to the girl herself if she has grown up of her own, for her marriage.

CONDITIONS
1.

An affidavit, on stamped paper of Rs. 10/- declaring that she is an orphan girl and her parents had expired. In case the girl has been brought up by a guardian/ foster parents/relative, the affidavit should be from them and in case the girl has grown up of her own, the affidavit should be from her side.

2.

Death certificate of her parents should be attached with the application.

3.

Age of the orphan girl, at the time of her marriage, should be more than 18 years.

4.

Income of the applicant, except in the case of a society/orphanage, should not be more than Rs.48000/- per annum.

5.

The assistance should be used for marriage of the orphan girl only.

6.

Application should be submitted within 30 days before/after her marriage.

7.

Financial assistance will be provided only once but in the event of divorce, the assistance can be provided for remarriage also.

8.

Application is to be submitted in the Department in the prescribed form either before the actual date of marriage or within one month of marriage.

Within three months of receipt of application.
3.

Housing subsidy to scheduled castes in rural & urban areas.

Financial assistance upto Rs.10,000/- is provided, in two installments, to SC people for construction of a residential house in rural/urban areas.

CONDITIONS FOR RURAL AREAS.
1.

The applicant should have a plot of land of minimum 60 sq. yards in laldora or a plot allotted by Govt. A certificate issued by D.C. office, Delhi or copy of the allotment order should be submitted.

2.

Plan of the house has to be got approved..

3.

Cost of construction of the house should not be more than 50000/-

4.

The applicant should not be having another 'pucca' house in Delhi.

5.

Family income should not be more than Rs.48000/- per annum.

CONDITIONS FOR URBAN AREAS.
1.

The applicant should have a Plot of land of 25 sq. yards or more in urban areas in his own name or a plot of land allotted by Govt. A copy of the allotment order should be submitted.

2.

Plan of the house has to be got approved the competent authority.

3.

Cost of construction of the house should not be more than Rs.50000/-.

4.

The applicant should not have another 'pucca' house in Delhi.

5.

Family income should not be more than Rs.48000/- per annum.

Within two months of receipt of application.

Dr. B. R. Ambedkar State Award to SC/ST/OBC/
Minorities students

An award of Rs.7000/- is given to the toppers amongst SC/ST/OBC/Minorities' students in each discipline at the graduation level examination of following institutions.

ELIGIBILITY CRITERIA
1.

The student should belong to SC/ST/OBC category. The SC/ST/OBC Students produce a caste certificate by the competent authority in Delhi.

2.

The award is given to a student, who tops among the SC/ST/OBC/Minorities in each discipline of the professional/Technical degree course.

3.

Being a merit based award, no family income limit has been laid down.

Within six months of the academic session.
5.

Hostel for SC/ST boys students at Dilshad Garden

Hostel facility is available to the poor SC/ST boys students, studying in XII class or above in Government or recognized schools or colleges. All the facilities, in this hostel, are provided free of cost. Capacity of hostel is 100 students.

ELIGIBILITY CRITERIA
1.

The income limit of the parents of students, who seek admission should not exceed Rs.48000/- per annum.

Admissions are made in August-September, each year.
6.

Hostel for SC/ST girls students at Dilshad Garden.

Hostel facility is also available to poor SC/ST girls students, studying in XII class or above in Government or recognized schools or colleges. All the facilities, in this hostel, are provided free of cost. Capacity of the hostel is 60 girls students.

ELIGIBILITY CRITERIA
1.

The income limit of the parents of students, who seek admission should not exceed Rs.48,000/- per annum.

Admissions are made in August-September, each year
7.

Financial assistance on birth of girl child to economically weak / scheduled caste/OBC/Minorities parents.

Financial assistance of Rs. 5,000/- is given to economically weak SC/OBC/Minorities parents on birth of girl child for her marriage. The amount of assistance is to be kept in a fixed deposit and will be released at the time of her marriage only.

CONDITIONS.
1.

No. of children in the family should not be more than two.

2.

In case of death of the girl child before marriage, no assistance will be given.

3.

In case of death of her parents, assistance will be given to the eldest heir of the parents, or the girl herself, as the case may be.

4.

Birth certificate of the girl child should be attached with the application.

5.

Income of family from all source should not exceed Rs.48000/- per annum

6.

The assistance will be available for two female children only, regardless of whether only one or both are girl children.

7.

The parents of children should have ordinarly resided in Delhi for atleast 5 five years prior to the birth of the girl child.

8.

Caste Certificate issued by competent authority must be attached.

9.

The age of the girl(in respect of whom assistance is given) at the time of her marriage should be 18 years or more and the marriage should be solemnized in a legal manner.

10.

No other assistance for marriage of the girl will be available from any other scheme of Govt. of Delhi, if assistance under this scheme is availed of.

8.

Institution of Dr. Ambedkar Ratan Award

An award of Rs. 1,00,000/- with a Citation and a Shawl is presented to a person/Institution/Society, who has done exemplary work for the welfare of SCs in Delhi.

9.

Pre-Exam Coaching for ST students for Medical/Engg/Civil Services.

Pre examination coaching to ST candidates is provided for appearing in examination for All India Services like IAS etc. and for entrance tests for admission into medical and engineering colleges. During coaching, stipend is also granted.

ELIGIBILITY CRITERIA
1.

Candidate must have ST Certificate issued by competent authority.

2.

Candidate seeking coaching for All India Services, should have passed B.A./B.E. or equivalent exam conducted by the recognized university and must have secured more than 50% marks.

3.

The candidates seeking coaching for medical and engg. Colleges should have passed Sr. Secondary or equivalent exam from recognized board/ university and must have secured more than 50% marks. Besides students appearing for 10+2 exam who have secured at least 50% and above in Matric and also XIth class will be eligible.

4.

The family income of the applicant, should not exceed Rs.1.00 per annum.

5.

The age of the candidate should be as laid down by the admitting/examing bodies.

10-A

Construction of hostel for SC/ST students studying in Middle, Secondary, school, colleges and university stage of education.

Under this scheme, it is proposed to construct residential school along with hostel facilities for SC/ST students.

10-B

Residential School for meritorious SC/ST students.

It is proposed to open a residential school during the Current Financial Year for SC/ST Students in partnership with reputed public schools. This school will initially be run in the existing building of DSFDC at Rohini and will later shift to Prahlad Pur where a multi storied school building with Hostel Facilities is proposed to be constructed during Xth Five Year Plan.

11.

Merit scholarship to SC/ST/OBC/Minorities students. Class IXto XII.

Students studying in 9th to 12th classes in Govt./Aided/Recognized schools are paid merit scholarships.

(i) on securing 55% or above but less than 60% marks to Rs. 1300/- .
(j) on securing 60% or above marks: Rs. 1550/-

There is no limit of family income for SC/ST students under this scheme. But limit of Rs.48000/- P.A. is applicable for OBC/Minorities students.

After declaration of annual exam results.
12.

Merit scholarship to college professional institution students belonging to SC/ST/OBC/ Minorities

Under this scheme, scholarship at the rates given in the Annexure is provided to SC/ST/OBC/Minorities meritorious students who are studying in college or professional institutions.

After declaration of annual exam results.
13.

Improvement of living conditions of SCs.(Financial assistance for water and electric connection)

An assistance of Rs. 500/- for taking a water connection from DJB and Rs.250/- for taking electricity connection from DVB is provided if the facilities of water/electric connection is not available in the house of the applicant.

In six months of receipt of the application.
14.

Setting up of "Delhi Commission for Safai Karamcharies"

Govt. of NCT of Delhi has a proposal to set up the Commission for the Safai Karamcharies in Delhi

15

Conversion of dry latrine into water borne.

A subsidy of Rs.3500/- per seat is given for conversion of one dry latrine into water borne.

CONDITIONS.
1.

Existence of a dry latrine in the residential primises of the applicant,

2.

The dry latrine must have been converted into water borne through government/govt. approved agency.

Within three months of receipt of application.
